"न देवाः दण्डमादाय रक्छन्ति पशु पालवत् ।

यं तु रक्छितु इच्छन्ति बुद्धि ददाति॥"

God doesn't follow with stick in hand like a Shepherd but he gives those human a wise mind whom he wants to save from troubles.
